Schools for Democracy in Ukraine

Schools for Democracy: Supporting Educational reforms in Ukraine aims to support sustainable and systemic democratic reforms in school education in Ukraine throughout 2017-2021.

It consists of five different components: Democratization of Schools, New National Curriculum, Learning for Democracy Online, Policy Outreach and International Cooperation and Democratic Competences in Pre-service Teacher Training.

The Programme is carried out in close cooperation with the Ministry of Education and Science of Ukraine, and is funded by the Ministry of Foreign Affairs of Norway and the European Wergeland Centre.

Democratization of Schools

Democratization of Schools supports reforms in secondary education and strengthens national dialogue and social cohesion between different regions of Ukraine. The activities are based on the whole school approach and focus on strengthening democratic culture and fostering development of democratic competences at school.


New National Curriculum

EWC contributes to the development and piloting of the new competence-based national curriculum for 5-9 grades in Ukraine, focusing on fostering democratic competences across all subjects. 


Learning for Democracy Online

Learning for Democracy Online aims to support the Ministry of Education and Science of Ukraine to establish a national online platform for digital teaching and learning resources to be available for all 460 000 teachers in 17 000 schools in the country.


Policy Outreach and International Cooperation

Policy Outreach and International Cooperation will provide opportunities for international cooperation and sharing of experiences between policy makers and education experts in Ukraine, Norway, Georgia and Moldova in order to ensure the successful implementation and sustainability of educational reforms in Ukraine.


Democratic Competences in Pre-service Teacher Training

Democratic Competences in Pre-service Teacher Training is aimed at improving the quality of primary school teacher education in Ukraine and empowering future teachers to develop students’ democratic competences in accordance with the New Ukrainian School Concept and the Council of Europe’s Reference Framework of Competences for Democratic Culture.
