Guidelines for Educators on Countering Intolerance and Discrimination against Muslims

Addressing Islamophobia through Education

These Guidelines were developed jointly by the OSCE Office for Democratic Institutions and Human Rights (ODIHR), the Council of Europe and the United Nations Educational, Scientific and Cultural Organization (UNESCO) in consultation with a broad range of stakeholders, including education experts, teachers, civil society representatives and governmental officials. These guidelines aim to assist educators in identifying manifestations of intolerance and discrimination against Muslims in schools and to provide suggestions on how to prevent and respond to this phenomenon.

These Guidelines have been developed to support educators in countering intolerance and discrimination against Muslims. They are intended for a wide audience, including education policymakers and officials, teacher trainers, teachers, principals and head teachers, staff in teacher unions and professional associations, and members of NGOs. The Guidelines are relevant for both primary and secondary education and can also be used in non-formal education settings.
