Democratic governance of schools

Pestalozzi Seminar in Oslo

Target group:

Heads of schools, deputy heads or administrators of schools (age group 6 -14)


Focus of the training activity:

This training seminar will focus on how to promote a democratic culture in and throughout school. The manual developed by the Council of Europe will be used to see how to assess the current state of democratic culture and governance in the school and how to go about further developing and improving it. While the role of the school head is crucial, democratic culture and governance needs the active contribution of all concerned: pupils, teachers, parents and other community actors.

The participants will share and exchange their concrete practices and work together to find ways of enhancing these practices. Participants must be able to sustain professional communication in the working language (English) of the seminar.

Expected results:

After the seminar the participants will be better equipped to

    * assess the state of their school's democratic culture
    * identify appropriate actions to further develop democracy and to implement change
    * understand similarities and differences in school governance across Europe
    * establish beneficial cooperation and exchange in a Pestalozzi network of school heads  


General approach and framework:
The general aim of the training activities of the Pestalozzi Programme is to train education professionals to become multipliers for Council of Europe standards and values in education.


Deadline for application: October 9, 2009

Candidates must send their application form duly completed to the National Liaison Officer of their country of residence who will forward them to the Secretariat of the Pestalozzi Programme.

Travel (within Europe) and accommodation costs will be covered by the Council of Europe and the European Wergeland Centre.
